Mr. Fakhar Hayat has been a career judge and a seasoned judicial educator in Pakistan. Retired as one of the most respected District and Session Judges, Mr. Fakhar Hayat has been associated with the Federal Judicial Academy from time to time, in various capacities including as Director General, since its inception in 1998. He has also served as Member Directing Staff, as Director Instructions, and Director Academics. Mr. Fakhar Hayat has also the privilege of being one of the founding Directors of the provincial Punjab Judicial Academy at Lahore and afterwards its Director General.

Mr. Hayat carries judicial career legacy, starting from Civil Judge to District and Sessions Judge, as Judge Banking Court, and served as the Registrar Lahore High Court as well. Besides, he has also served as Legal Consultant National Accountability Bureau (NAB), and Member Punjab Services Tribunal, in the past. As Registrar Lahore High Court, Mr. Hayat had made substantive contribution in the launching of Access to Justice Program in Pakistan, both during its negotiations as well as implementation phases. Mr. Hayat is an ardent reformist by nature and has made concrete efforts in introducing judicial reforms in the district judiciary.

In his capacity as Judge and Judicial Educator, Mr. Hayat had the opportunity to not only participate in, but to also arrange several local and international workshops, seminars and conferences inter alia on Delay Reduction in the Courts,Court Management, Judicial Education, and Anti-Money Laundering and Countering the Financing of Terrorism. Similarly, he has regularly participated in Annual Judicial Conferences organized by the Supreme Court of Pakistan that aim at bringing out the issues beset with the Judiciary at the local level.

In his pursuit for excellence in judicial education and teaching pedagogies, Mr. Fakhar Hayat has travelled to different countries, most prominently to Turkey, Saudi Arabia, Canada, UK, Ireland, Singapore, and Bangladesh.
